This document is a comprehensive manual that encourages self-sufficiency during the initial days of a disaster and provides specific safety protocols for living in the Naples region.

1. Family Planning and Preparation

The guide emphasizes the importance of having a proactive plan before an emergency occurs:

  • Communication Plan: You should agree with your family on how to communicate if you are separated. It is recommended to have a card with important phone numbers and establish an Emergency Contact (EC) outside the area.
  • Meeting Points: Identify safe places within each room and a designated meeting point outside the house to ensure everyone is safe.
  • Special Considerations: The plan should include care for pets, children (and their school plans), and family members with special needs.

 

2. Emergency Supply Kit

It is recommended to have kits prepared for home, work, and the vehicle. Due to the characteristics of the Naples region, it is advisable to have supplies for 14 days.

  • Water and Food: At least 1 gallon (approximately 4 liters) of water per person per day and non-perishable food that is easy to prepare.
  • Essential Items: Flashlights, radio (battery-powered or hand-cranked to listen to AFN broadcasts), extra batteries, first-aid kit, and prescription medications.
  • Documents: Copies of passports, Sojourner's Permits, housing contracts, vaccination records, and financial documents. Everything should be in a waterproof bag.
  • Other: Cash (euros and dollars), appropriate clothing, hygiene items, and basic tools.

 

3. Procedures for Specific Hazards

 

Earthquakes

 

The guide details the "Drop, Cover, and Hold On" procedure:

  • Indoors: Do not run. Drop under a sturdy table or against an interior wall, cover your head and neck, and hold on until the shaking stops. Stay away from windows and tall furniture.
  • Outdoors: Find an open area away from buildings, trees, and power lines. Drop to the ground and cover your head.
  • In a car: Stop the vehicle in a safe place (away from overpasses or poles), set the parking brake, and stay inside until the shaking stops.

 

Fires

  • Plan two escape routes for each room.
  • If there is smoke, stay close to the floor (crawling) where the air is cleaner.
  • Touch doors with the back of your hand before opening them; if they are hot, do not open them.

 

4. Evacuation (NEO)

The document also addresses preparation for Non-Combatant Evacuation Operations (NEO). This involves having all legal and administrative documents (passports, orders, visas) ready to allow for a rapid evacuation of the area if ordered by military authorities.
